Sam, please have a look onthe guidlines to the Low voltage directive. On page 5 there is a relatively clear statement how to handle basic components. Please also have look on foot note 10.
In IEC TC94 relays, we have agrred, that e.g. relays which are designed to be soldered on PCB's must not be CE marked.
