Nick The proposal was called "Draft for a Proposal for a Directive of the European Parliament and of the Council on establishing a framework for the Eco-design of End Use Equipment", and was dated 09-10-2002.
There was a PDF (which I have) on the Commission website but I am not sure whether it is still there. We also understand that the term "End Use Equipment" (EUE) has now been amended to "End User Products" (EUP) - and that the scope may have changed somewhat.
