I was a bit surprised when I heard this "rumour" today and since the person
was very self-confident ( and stubborn..), I had to check it out with you.

The TCB's have to follow the rules of the FCC.  That means that if the device
in question requires full re-testing by the FCC, then indeed, this will be
required by the TCB also.  If the device requires partial testing, e.g. for a
Class II Permissive Change, it will do so regardless of whether it was
approved by a TCB or the FCC.  Note, that if you make changes, you are under
no obligation to use the same TCB unless you want to.
 
HOWEVER, TCB's are NOT authorized to interpret or change FCC rules, and they
are excluded from approving certain classes of devices ("exclusion list"). 
This means that if you have a "special case" which may require particular
application of rules, or if you have a device which falls under the exclusion
list, you must use FCC for approval (whether it is a new application or a
change).

Assume that you have a FCC approval for your product.
 
I have been told that if you modify it later on, the will TCB require full
re-testing (all tests).
 
Is that true ?
