CB is an international system. A11 is a *purely European* amendment, as
you can tell by the two-digit number. So it won't ever be mentioned on a
CB certificate.

But any certificate that refers to the 1991 edition is probably not
valid anyway. You need one that refers to the current IEC60950-1, which
was published 2 years ago.
