The way to ensure that you have no problems is to GO TO IRELAND AND TALK to the Irish authorities. I am sure that you will find them very helpful if you MEET THEM PERSONALLY. That is the way they prefer to do business. It may cost you a few €€ for travel and hotels, but it will be worth it. It's almost certainly better for the manufacturer to ship, because of the way the applicable EC Directives work.
