I've just spoken to a colleague who used to work at ERA.  He says that this is
a very old document - issued in 1969!

ERA Report 69-30 appears to exist in the shadows of other
documents.  It is referenced by a number of standards for
wiring rules, but the document itself does not show up in
standards suppliers or general web searches.  Perhaps it's
too old to be in current publication.

Can someone help me find this document?  I'm particularly
interested in Part III.
