Thank you both for the help. The product is indeed TNV-1 since it involves a pole mounted fiber to T3 interface.
As you mentioned, the NEC requires grounding at the service entry. I am aware that EC requires grounding of CATV. I assume they would require the same of any coax. I know nothing about the telecom standards part of the equation and how the possibility of multiple grounds is handled, but that is someone else's worry.
