RTCA/DO-160 (Radio Technical Committee for Aeronautics) covers all your concerns. It is not freely available like a mil-std. There is a lot more to the EMC part than emissions, but if your equipment is not flight-related you might be able to get by without some of the more stringent EMC requirements.
