The fire enclosure is only required for the COMPONENTS
in the TNV circuit.  The bottom of the fire enclosure
is defined by the diagram (Figure 4E) in Sub-clause
4.6.2.

If the fire enclosure bottom material is plastic, then
no holes are allowed in the region specified by Figure
4E.

If the fire enclosure bottom is metal, then holes in
the region specifed by Figure 4E shall not exceed the
dimensions specified in Table 4C.

Since the openings are related to the COMPONENTS, we
draw the 5-degree angle from the individual component,
not from the entire circuit.  Doing this allows some
carefully placed holes in a plastic fire enclosure
bottom.
