I have just posted a short single page white paper engineers may find 
useful titled "Interpreting Radiated Emission Specifications."

Sometimes people, especially non-technical managers, misinterpret 
emissions specifications as intended to avoid causing problems with 
electronic equipment in general, not just radio receivers. The paper 
shows this is not the case and why. You may find the paper useful if 
you need to have a manager understand the difference between emissions 
and immunity testing and requirements.

The short paper is listed under "Technical Information and Downloads" 
at http://emcesd.com and is only 44 KB. The paper is at the bottom of 
the list.
