Thanks for posting the list of sites. It was part of my thesis. :-) I
thought of posting it on the web, rather that writing a book which very few
will want to buy :-) so that others will benifit from all the research.

The beginer have to start somewhere. I am for the basic check list for
starters. In all fairness, idealy, the 'designer' should spend a little
time with the compliance engineer with measurements (if there is one at
where he works) to learn about the specifics concerning his product. The
next best thing is to learn about the more general aspect of design for
compliance vicariously, attend a local EMC chapter meeting, short course
etc...
Every product is different and the way it is designed can give rise to
various percularities.

True, but while they are reading they can reduce the likelihood of a
problem
by sorting through reasonable guidelines. One of the concepts of learning
theory is that you must be able to attach the new ideas to something you
already know. The "I understand - this is a little like.......", thought.
The guidelines sometimes help anchor the new knowledge to existing, if not
completely understood, "rules of thumb". I'd do both - if you can get them
to read the text while up to their hinnies in alligators.

True, but a checklist simply isn't enough; it gives no background and
uses terms that the new recruits probably don't understand. They need a
textbook.

I would hesitate in implementing a checklist.
They are OK as a first cut - but a much better approach
would be to look up a local EMC Chapter and attend a
few pertinent meetings.
