ICs (and most other components for that matter) do not fall within the scope of any Directive. They do not have an intrinsic function as they need to be installed in a circuit and their function depends entirely on that circuit. CE marking is generally for apparatus that requires only normal 'user' connections to realise its function. The only time that you might find components CE marked is where they fall within the scope of a harmonised standard for safety, such as for power connectors, circuit breakers, etc. Best regards,
