Hold on. Isn't test equipment exempt from FCC Part 15 ? (Or am I missing
something?)

 

I'll bet the MFJ-259B (MFJ = mighty fine junk) doesn't have any safety labels

equipment for sale in the USA. Details: 

0.1-30 MHz Antenna analyzer 
A poor man's VNA 
Connects to a PC through the RS-232 port 
Powered by an AC adapter

Targeting the amateur radio market although it is not a piece of amateur
communications equipment.
