No listing is required for a lab testing for Verification.

Listing is required for a lab testing for Certification.

Accreditation is required for a lab testing for the Declaration of
Conformity.  Accreditation can substitute for listing for a lab testing
for Certification.

Just adding some FCC Class A info, for those of us not doing
certifications...

An OATS for measuring FCC Class A devices (no FCC ID), whatever they 
are, only requires FCC 2.948 listing with the FCC to perform 
verification (not certification); no accreditations required.

And, a FCC 2.948 site can be used to perform the rarely seen Class B 
*verification*.  An example is a 9 kHz+ non-digital device that 
_also_ does not connect to digital/computer equipment.

FWIW - I wrote and submitted three FCC 2.948 site reports for a Texas 
lab about a year ago.
