In the time I got the answer from Hans Mellberg saying:

Yes, a NB or CAB (same thing) is required for Radio products approval in the
EU-25 (was EU-15). Harmonized means that there are no differences in radio
spectrum usage in all 15 countries of the pre-1 May 2004 countries. I say
that because the newly inducted members would un-harmonize already
harmonized frequencies their usage. How harmonized is defined will most
likely change in the next few months.

look for ERC-70E in the www.ero.dk

And also:

Only when the standard is harmonized in all EU-15 countries may you self
declare compliance, i.e. no NB/CAB 13.553-13.567 MHz is harmonized in all
EU-15. 125 kHz is NOT which will require an NB and also special instructions
in your manual.. That information is in ERC/REC 70-03E
