What is a public low-voltage distribution system ?
Public low-voltage distribution systems, especially as referred to in EN
61000-3-2:1995 and EN 61000-3-3:1995, are power supply systems allowing the
direct connection of equipment with rated voltages between 200 and 260V
(single phase or phase to neutral for three phase systems) or between 340 and
450V (phase to phase in case of three phase equipment). Higher voltage
distribution systems, which are connected to power substations, are not
considered to be public low-voltage systems in the above sense.

Equipment used on a site that has its own dedicated MV-to-LV transformer (such
as most high-rise buildings, hospitals, or factories) and not intended to be
connected to a public supply (public is defined as shared between more than
one organization or household).

Two possible approaches that I can recommend:

1) Take necessary design measures to comply with and declare compliance with
61000-3-2.

2) Justify that your equipment is outside the scope of the standard, since it
is not intended to be connected to the PUBLIC low-voltage distribution system
(using the CE-mag definition).  Under this approach you would not declare
compliance with EN 61000-3-2.  I do strongly recommend that you provide text
in your installation guide which states:  1. That your professional equipment
is intended for connection only to non-shared power distribution systems with
dedicated MV-to-LV transformers.  2. User is required to ask the supply
utility for permission to connect prior to connecting to (shared) public
low-voltage distribution systems.

My understanding is that industrial users are commonly monitored by the
utility and subjected to tariffs for low power-factor.

Dear List members,

I am trying to determine if our products fall under the scope of IEC/EN
61000-3-2 and am seeking
your comments/advice in that regard.

We manufacturer electro-mechanical products that control register, color, and
other process
parameters on commercial web-offset printing presses.  These are auxiliary
industrial control
devices.  The input current and voltage ratings of the products fall within
the scope of the
Standard.
These products are not on the open market and are not sold to the general
public.  They can only be
obtained by commercial printing companies and only through our sales
department.

Typically, in a large printing plants (where our products are installed), the
supply utility brings
in a very high power source or sources.  Then, distribution and step-down is
done within the plant
via the plant's own switchgear & controlgear.

Thus, my line of thinking is that our products are not connected to the
"public low-voltage
distribution system" described in the Standard's Scope - Clause 1.  So, using
that logic, I'm now
wondering if our products are excluded from the 61000-3-2 requirements.

If not, the 2nd paragraph in Clause 4 seems to provide an exception for
"Professional Equipment".  I
do believe our products would fall under the definition of Professional
Equipment provided in 3.15.
Although, I could also say the same for certain Medical Devices, Test
Equipment, Motor Drives, and
many other electrical devices.

We'd prefer to not have to instruct our users in the instruction manual to
"ask the supply utility
for permission to connect".  When considering the typical plant power scheme,
I wonder if the
printing plant is actually it's own supply utility.  If that's the case, then
the statement in the
instruction manual wouldn't provide much value because the user would
essentially have to ask
himself for permission to connect.

Has anyone else run into this dilemma or am I just missing something?  What is
the group's opinion
on whether or not our products (described above) must comply with the
requirements of 61000-3-2?
