I think Ken has come up with the best explanation of what Method RE102 is
trying to accomplish.

At first glance, you might think that the wording is directing you to do the
RE102 test, for any transmitter or receiver, in a standby mode.

At second glance, you might think that the wording is exempting any emission
that might be radiated into the test chamber by the EUT (by simply not fully
operating the EUT). But, for an integrated antenna, Method RE103 would then
become applicable, and the receiver and transmitter would be turned on to
radiate any possible harmonic and spurious emissions during RE103.
