I think the operative phrase is "and antennas designed to be permanently
mounted to the EUTs."  If it is permanently mounted, you cannot disconnect
it and connect a dummy load.  If it is permanently mounted, you cannot
transmit during RE102 (unless you mounted it in the control, not test
chamber).
