If standards that are not required for compliance purposes
are voluntarily applied to satisfy a contract, the need for
Notified Body involvement should be specified in the
contract; if not, no need.  Likewise, for use of an
accredited lab, though using an accredited lab is probably
to the manufacturer's advantage, in the long run.
