Alex, Short answer is 'yes' although you may find that in actual fact there is not much to do since the location is usually well ventilated.
You will find that the Institute of Petroleum issue useful guidance on the zoning on petrol forecourts, and these should be your starting point. Once you know the zone, the electrical requirements fall into place by reference to the ATEX directive.
