I hope not. :) Most labs have associations with one or more TCB's as a matter of efficiency, but other than that the TCB should be functionally independant >from the testing section of the lab. The TCB's function is to emulate the FCC by reviewing test reports and exhibits (and not mandate the source of those documents), so even if the test reports came from an unaffiliated lab the TCB is still able to review the reports and accompanying data and issue a grant.
We routinely have testing done in the far east and the submissions are made through TCB's within the states. As long as the lab that does the testing is accredited to do the testing, there should be no issues.
