This is just conjecture, but I throw it out for others to comment on or
shoot down.

The electric field strength from a quarter-wave vertical broadcast antenna
(AM-MF) at 1000 meters is 300 mV/m for a 1000 watt transmitter. That would
make it 3 V/m at 100 meters. Could the immunity levels have been influenced
by the desire for operation to be uncompromised in the vicintiy of broadcast
stations. Broadcasting was by far the most common source of RF in the
everyday environment until about 10 or 20 years ago. It is still the most
powerful.
