Again from my past life, we investigated all signals that were emitted
on 121.5 MHz and the UHF counterpart 243 MHz.  If we didn't then we were
taking a chance that what ever signal was being heard could be stronger
than a real distress signal that was far from the receiver thus being
too weak to be heard when something else is there.

As for the fines, we simply turned any culprits over to the FCC, so I
have no idea.
