Ilan - I checked UL's Industry File Review site and not that there's no effective date for new requirements related to UL 1863. If the May 14, 2004 version of the standard was intended to completely supercede the previous standard on the basis of an upgrade in requirements, UL would have issued a Bulletin to Industry upon its publication. No such Bulletin appears on UL's web site.
Further review of UL's publicly available information indicates the following. "This new edition is a periodic re-issuance to ensure that UL's Standards remain up-to-date with regard to format and editorial issues such as renumbering, repaginating, correction of editorial errors, correction of cross-references and updating titles of referenced Standards. This new edition also contains revisions to the Scope paragraphs, the sheet metal tables in Section 6, and the graphics and tables in Section 24 in accordance with UL's bulletins dated May 19, 2003, and February 6, 2004." A summary of the May 19, 2003 Bulletin states, "this bulletin proposes that UL 1863, including the proposed Scope revision itemized below, be approved as an American National Standards Institute (ANSI) Standard. "1. Paragraph 1.7 is proposed to be deleted from the Scope (to be added to the Foreword)." I couldn't similar information from the February 6, 2004 Bulletin, but it likely contained the updates to sheet metal tables, etc., not contained in the May 19, 2003 Bulletin, but in the new edition. All tolled, it looks as though this new version is a part of the regular ANSI process. Of course, you should speak directly with UL regarding the usability of the older standard. From the above, it appears there's not any concern serious enough to raise anyone's hackles about using the latest version. You may wish to let your customer know that there appears to be little or no impact in using the latest version of UL 1863 and that they can consider obtaining a waiver from their customer on that basis.
