Dear Kevin,

Testing must be performed by, or witnessed by, an employee of an "Accredited
Technical Service". There are about four such Services with staff based in the
US. (For example / by the way, TUV Rheinland [my employer] is an Accredited
Technical Service, and can perform the testing either in our own EMC labs here
in USA, or at other labs in US or Canada. Please contact me off-line if you
need more information.)

PS: As already noted, 95/54/EC will be eventually replaced by 2004/104/EC.
(Technically, both are amendments to 72/245/EEC.)
