Jeff, I think the confusion arises from the pay rate. Due to the wildly varying costs of living in the US...your "admin" position pays about as much as many "engineering" positions. I won't tell you how I know that :-)
Although even with this seemingly handsome salary...your admin person could probably afford a room at the YMCA out there :-) I hear that you have to sign away your first born child to get any kind of housing out in San Jose.
