Not very quickly, for Europe, I think. As far as I know, the only way is 
to search the 'notifications' in the Official Journal for each Directive 
you are concerned with.

For EMC, the URL is:

http://europa.eu.int/comm/enterprise/newapproach/standardization/harmstds
/reflist/emc.html

For the Low Voltage Directive, the URL is:

http://europa.eu.int/comm/enterprise/newapproach/standardization/harmstds
/reflist/lvd.html

Be careful about the wrapping of the URLs.
