My thanks to those that have responded.  I would like to add
some clarity to my original question.

Sanmina-SCI's EMC reports have routinely been accepted by
BSMI for product modifications and samples were not
required, except where the modifications were extensive.
For recent submittals, we've also included CB Scheme
reports, as applicable.

The advice we are receiving (mentioned below) is that for
_all_ submittals, not just those for original
certifications, will require samples for review.
