If you understand IEC-speak, this is the clue: IEC 61326-2-3 Ed. 1.0 ADIS 65A/433/CDV 'ADIS' means that the first voting stage has been passed. It is unlikely that the second stage will not be passed. So, assuming there is no glitch in the dual-voting process in IEC and CENELEC, the new EN 61326-2-3 is likely to become mandatory in 3 to 4 years time.
