Thank you to all who replied to my recent post regarding Japanese EMC and
safety compliance.  

 

I have a follow-up question:

 

The feeling that I get is that test and measurement equipment isn’t
specifically regulated for safety in Japan.  Although, the equipment should
have been previously tested to an international safety standard such as EN
61010-1.  I also am learning that most of the power plugs in Japan are
ungrounded….here is where my follow up question comes in:

 

I would assume that the Japanese deviations to international safety standards
such as EN 61010-1 and EN 60950 would take this lack of ground connection into
account.  How is this typically handled for Class 1 products?????  Does this
mean that all products tested for Japan have to be Class II products?  

 

It seems hard for me to believe that manufacturers of computers would need to
manufacture a Class I (grounded) version for most of the world and a Class II
(double insulated, ungrounded) version for Japan.  I have also heard that some
Nordic countries have similar requirements, due to the lack of good Earth
grounds in the permafrost and rock.

 

Any thoughts?
