To start, here is one requirement which could 
generate some headaches: GR-487, especially 
the Firearms Resistance part.

I'm trying to get my head around NEBS requirements.

>From what I can deduce, most NEBS requirments seem to assume that product
is installed in a CO building or outside in a 3rd part enclosure.

I'm trying to clarify the requirements for product that has an integral
enclusure, that is (in my words) it "is" Outside Plant as opposed to being
a product that is "installed in" Outside Plant.

The product is a metal box with integral heatsink. 48V DC and RF OBSAI
fiber optic inputs and antenna port output.

The new GR-3108 seems to be for product that is installed in OP.

Can anyone advise what the relevant standard would be.
