See FCC Bulletin OET-65. It has the maximum FS from 0.3-1.34 MHz for an uncontrolled access area at 614 volts per meter. This decreases to a bit under 482 V/m at 1.71 MHz. Uncontrolled access areas use 30 minute average. For occupational exposure, the limit is 614 V/m from 0.3 - 3 Mhz, averaged over six minutes.
