John is correct (of course!)

This is a pretty common misconception, but it's perfectly acceptable 
for mains cords to be supplied with rewireable plugs in the UK, so 
long as the plug is properly fitted when the goods are supplied to 
the end user.

What is not acceptable, and I have had this happen to me in a major 
high street retailer (although I admit not recently) is for the sales 
assistant to hand you a rewirable plug as you check-out an appliance 
which has no plug fitted to the end of the lead!
