The following paragraph is taken from "Guide to the implementation of 
directives based on the New Approach and the Global Approach".

2.4 Transitional Period
After the transitional period, products manufactured before or during 
this period, in line with the system to be repealed, may no longer be 
placed on the Community market.
In accordance with the safety or other objectives of the new directive, 
a product – which is placed on the market before the end of the 
transitional period – should be allowed to be put into service after 
that date if it was ready for use when placed on the market. Otherwise, 
it may only be put into service after that date if it fully complies 
with the provisions of the directive.

I would interpret the above that products manufactured and place on the 
market (not put into service yet) before 1 March 2007, are still allow 
to be sold.
The same product if it is to be transferred from the manufacturer or his 
authorised representative in the community to 
importer/distributer/customer/user, has to meet the new revised standard 
(might have to redesign if it do not meet the revised standard).
