John Woodgate produced a very concise explanation of this issue with
standards in the EMC Journal a few years ago. Unfortunately the website for
the Journal has been re-organised and the old links don't work anymore.
However I'm sure the editor of the journal, Alan Huntley(?),  who also
subscribes to this forum can provide a new link.
