Hi Bill,

The AS/NZS 4417 series of standards lay down the requirements for the
Australian RCM mark, but this compliance mark is not compulsory here. The RCM
is actually a voluntary mark that indicates a product complies with Australian
EMC (C-Tick) regulations and it has safety approval from a recognised
Australian regulator. The RCM is just a single compliance mark that can be
used in place of two compliance marks.

It's also important that you understand that the C-Tick and safety approval
marks are not always compulsory here. There are a large number of appliances
that don't need safety approval, and a few that don't need the C-Tick. The
items listed in Appendix E of AS/NZS 4417.2 require safety approval before
they can be sold, and items not listed do not require approval, but still need
to meet Australian safety standards. The C-Tick is also not required for low
risk devices such as an appliance incorporating only a resistive heating
elements.

Info on safety approvals can be found at: www.esv.vic.gov.au
Info on the C-Tick can be found at: www.acma.gov.au

Subject: Australian Approvals for household products

Hello,

On behalf of one of my clients we are seeking assistance on obtaining
approvals for a household (IEC60335) appliance. He has been told by his
distributor in Australia that the following standards (amongst others) are
applicable.

AS/NZS 4417.1:1996
MARKING OF ELECTRICAL PRODUCTS TO INDICATE COMPLIANCE WITH REGULATIONS -
GENERAL RULES FOR USE OF THE MARK

AS/NZS 4417.2:1996
MARKING OF ELECTRICAL PRODUCTS TO INDICATE COMPLIANCE WITH REGULATIONS -
SPECIFIC REQUIREMENTS FOR ELECTRICAL SAFETY REGULATORY APPLICATIONS

AS/NZS 4417.3:1996
MARKING OF ELECTRICAL PRODUCTS TO INDICATE COMPLIANCE WITH REGULATIONS -
SPECIFIC REQUIREMENTS FOR ELECTROMAGNETIC COMPATIBILITY REGULATORY APPLICATIONS

I have looked at scope statements regarding these standards and they appear to
be standards for the control of the regulatory mark in Australia, which would
require involvement of the NCB in Australia.

1. Is this a correct assumption?

2. Is a resource/reference that we should consult?

Best regards,

Bill Weller
