Hi Bill, The AS/NZS 4417 series of standards lay down the requirements for the Australian RCM mark, but this compliance mark is not compulsory here. The RCM is actually a voluntary mark that indicates a product complies with Australian EMC (C-Tick) regulations and it has safety approval from a recognised Australian regulator. The RCM is just a single compliance mark that can be used in place of two compliance marks. It's also important that you understand that the C-Tick and safety approval marks are not always compulsory here. There are a large number of appliances that don't need safety approval, and a few that don't need the C-Tick. The items listed in Appendix E of AS/NZS 4417.2 require safety approval before they can be sold, and items not listed do not require approval, but still need to meet Australian safety standards. The C-Tick is also not required for low risk devices such as an appliance incorporating only a resistive heating elements.
