The creepage and clearance tables in the new versions of EN60065:2002 edition
have been adopted from the EN60950 standard...It is a continuing effort to
slowly merge these two standards I believe so you are correct the spacings
>from the old version of the standard will not correlate to the new version. 
 
Also you should be careful when comparing spacings between the old,
EN60065:1998., and the new EN60065:2002 versions . In the EN60065:1998 edition
creepage and clearance distances were the same distance so there was only one
"table" (fig 9) while in the new EN60065:2002 edition for mains connected
equipment they have split Creepage and Clearance out into two distinct tables.
Table 8 for Clearance and 11 for Creepage. There are other clearance tables
for non mains connected equipment (10) and high peak voltages (9) but for your
question you need to look not only at table 8 but also table 11
 
Concerning the Clearance spacings being half as much in the new 2002 version
of the standard actually the spacings are slightly lower 
 
"Old" EN60065:1998 Clearances fig 9= 3mm/6mm 
 
New EN60065:2002 Clearance Table 8= 2/4mm
 
In EN60065:2002 Clearance Table 8 you can only use the reduced spacings in
parenthesis (1.5/3mm) if you have a Manufacturing Quality Control program in
place which conforms to requirements similar to Appendix M...See note 2 under
table 8 for details.
 
As mentioned above since EN60065:2002 edition now separates Clearance from
Creepage you really should look at table 11 for Creepages as these spacings
are larger then the Clearances in table 8 for the same working voltage.
 
EN60065:2002 Creepage per table 11 for your question would be 2.5mm/5.0mm so
if you are checking pcb spacings you want to go with the table 11 Creepage
distances and not the table 8 clearances...

The table 8 values in the new standard do not appear to correlate with the Fig
9 values of the previous standards.

 

Fig 9 gave basic clearance as 3mm and reinforced as 6mm for nominal 240Vac
whereas Table 8 seems to imply values half of that.

 

What am I missing???
