doa is 'date of adoption'. dop is [latest] 'date of publication' of the 
national implementations of the standard. But the critical one for users 
is the dow - the 'date of withdrawal of the superseded standard'. Beyond 
that date, the national committees make the superseded standard 
obsolete.

However, there is a complication which applies in a small number of 
cases. The decision about when the superseded standard is no longer 
valid under a Directive is actually a legal one, and standards bodies 
don't make decisions about legal matters. The Commission makes those, 
and USUALLY accepts the dow, but it may not. It alone determines the 
docopocoss - the 'date of cessation of presumption of conformity of the 
superseded standard'. This applies only to standards 'notified' in the 
OJEC anyway and the EN 61000-4 series Basic Standards are not notified. 
But for notified standards, one should check the docopocoss in the OJEC, 
and not assume it's the same as the dow.
