There are indeed new marking requirements in affect...Here is a  link

Depending on what category your equipment falls under will determine what mark
you must put on the label.
 
If you don't get an answer to your question on the testing I suggest sending
an e-mail directly to METI as I have found they are very responsive...You must
be very detailed and specific with your question(s) to get the right answer
but they do respond in a week or two...

        We export small commercial food mixers to Japan and have recently been
informed by our distributor there that we must start complying with the
marking and other requirements of the law which supposedly has been in place
since 2001. 
        We're being told that one of the requirements is for a dielectric
withstand (hi-pot) test which must be conducted for one minute at 1000 V on
all mixers. Each of these mixers is already hi-pot tested for compliance with
UL requirements, but UL permits a one second test at 1200 V. The one second
test is favored by the plant since it saves time. Our importer claims that the
one second test is not permissible, that the test must be conducted for one
minute. 
        Since we don't have copies of the standards involved, do any of you
have experience with these requirements and is it true that only a one minute
hi-pot test is permissible?
