I agree. Generally with military equipment the contract should call out
testing specifics. At any rate, this should be agreed on with the
contracting officer.

There isn't. Such a specific list would be out of place in a Basic EMC
standard. It is something that should (but may not have been) addressed
in product standards.
The general rule for civilian equipment is that ESD is not applied
directly to connector pins. See the third dashed item in clause 8.3 of
BS EN 61000-4-2:1995, and the first four paragraphs of clause 8.3.1.
