But there is nothing to prevent you writing a DoC that says:

(Valid up to 19 July 2006) ... text about the 89/336 Directive
(Valid from 20 July 2006).....text about the new Directive

In fact, you will practically have to do that, since you probably don't 
know exactly which products will be shipped before 20 July.
