If a manufacturer were to test equipment rated > 16A/phase to 61000-3-3 and passed the limits, would it then also need to test and pass 61000-3-11?
The 61000-3-11 seems to address connection conditional with either the maximum impedance or the minimum service ampere rating at the point of connection. The assumption here is that even if the equipment was rated outside scope of -3-3 was found to meet the flicker limits using Zref, it could then be declared compliant and need not be subject to conditional connection to the public utility.
