I doubt that it's defined anywhere. I wouldn't know how to write a 
definition that was useful without being undesirably restrictive:

heat sink

a structure intended to allow heat to dissipate into its surroundings

Probably not; in 60065, for example, there are different temperature 
rise limits for accessible parts and parts deemed inaccessible. If you 
are looking at IEC/EN 60065:2002 Table 3, look at condition 
(superscript)b. Is there something specific there that you are uncertain 
about?
