Your starting point is the Official Journal of the EU. If you have a product level (type) standard that applies to your device, look there. Oherwise, you need to apply the generic EMC standard, under which you are required to meet the requirements of 61000-3-2. Example; You have a laboratory device, which, according to the OJ, means you need to apply EN 61326-1. Within EN61326-1 you'll find that Class B products are required to meet 61000-3-2, whereas Class A devices do not.
