I don't believe the implementing measures that the directive have been
finalised yet.

Hello everybody,

Does anyone have any info on proposed UK legislation to abolish standby
functions on TV's, video and DVD players?

Here is an article I received

Another article claims standby will not be banned but a max power draw,
1Watt, will be imposed
