  Unfortunately this is not an easy question to answer - it depends on the
type of RFID (~13 MHz, 400MHz(?), 800-900MHz, etc...), the application
(short/contact range, longer range, activation of passive tags, or pinging
active tags, etc...)

For the FCC, some RFID comes in under FCC Part 15, some under other sections -
depending solely on power sometimes (part 15 devices configured with an
amplifier can become part 90).

The requirements do vary quite significantly in the international community as
Don pointed out.  We produce logistics and product tracking RFID products for
sale around the world and we have quite a number of specific configs due to
the large variance of frequencies allowed.  Japan has bands outside the normal
900 MHz bands, and Taiwan has two power limits based on whether the
application is indoors or out.  Quite a few countries restrict the 902-928
band to just a few MHz in the middle somewhere.  (going from memory here -
things could have evolved since)

I'd recommend contacting a good consultant (or subcontractor, depending) who
has a competency in RFID approvals, since there are so many nuances and the
global standards are still developing.  This is probably the only way to get a
good and complete useful answer tailored to your specific products.

RFID is an intentional radiator, authorized to operate in various bands from
~130 kHz into GHz region.  For USA, FCC rules under Part 15 apply.  For
Europe, because it is an intentional radiator, RTTE applies.

Two popular bands around the world are based on the 900 MHz band (902-928)
in the US and 800 MHz band (865-868) in Europe.  Many countries outside of
the US and EU include one or the other, some subsets of either or both.  An
occasional country uses some band outside of these (for example, 956 MHz in
Japan).  

The rules are frequently a subset of that indicated for the USA or Europe,
sometimes allowing either frequency hopping (USA) or "Listen-before-talk"
(EU), or having no more than a power, frequency and occupied bandwidth
specified.

Google can turn up a wealth of information on spectrum.  I have found
summaries of country spectrum requirements with a Google search.  Beyond
this, one needs to find the local spectrum authority in the country of
interest.
