RFID is an intentional radiator, authorized to operate in various bands from ~130 kHz into GHz region. For USA, FCC rules under Part 15 apply. For Europe, because it is an intentional radiator, RTTE applies.
Two popular bands around the world are based on the 900 MHz band (902-928) in the US and 800 MHz band (865-868) in Europe. Many countries outside of the US and EU include one or the other, some subsets of either or both. An occasional country uses some band outside of these (for example, 956 MHz in Japan). The rules are frequently a subset of that indicated for the USA or Europe, sometimes allowing either frequency hopping (USA) or "Listen-before-talk" (EU), or having no more than a power, frequency and occupied bandwidth specified. Google can turn up a wealth of information on spectrum. I have found summaries of country spectrum requirements with a Google search. Beyond this, one needs to find the local spectrum authority in the country of interest. Hope this helped a little...
