Dave, The ADCO document references the LVD 73/23 but many IT products are under the RTTE where there no such wording like in the LVD Annex I, par. A1. If a CD is needed to install the product (make it function), then there is an obvious need to have a PC and you may well put the safety manual on this CD. Of course, you need to take some precautions and tell the user (on paper) that he must read the manual on the CD first before even connecting the product to the mains. At least some CB labs/certification bodies accept this way of working.
