Dave,

The ADCO document references the LVD 73/23 but many IT products are under the
RTTE where there no such wording like in the LVD Annex I, par. A1.
If a CD is needed to install the product (make it function), then there is an
obvious need to have a PC and you may well put the safety manual on this CD.
Of course, you need to take some precautions and tell the user (on paper) that
he must read the manual on the CD first before even connecting the product to
the mains.
At least some CB labs/certification bodies accept this way of working.

What about safety documentation for IEC60950-1 products shipping to CB Scheme
countries (i.e. outside North America and the EU/RTTE)??
 
Does the safety information need to be printed, or is electronic copy
information sufficient?  (the US & EU required safety guides would of course
be in the box, but this paper is mostly English).

Within the European Union:

   "The safety warnings and safety instructions
   needed to ensure that electrical equipment
   will be used safely and for intended
   applications shall be marked on the equipment. 
   If this is not possible the warnings and
   instructions shall be made available on an
   accompanying paper. Providing the safety
   warnings and safety instructions on an
   accompanying CD-ROM, DVD, or on other media 
   requiring additional equipment to read them,
   does not fulfill the requirement in paragraph
   1 a of Annex I of the Low Voltage Directive."

Therefore, under EN 60950, you must provide safety
information either marked on the equipment or in
hardcopy form.
