Protected, I think.

IEC/EN 60950-1 uses a different definition of SELV.

You should ask the power supply manufacturer if they meet the 
requirements for PELV under IEC/EN 60335-1. (You may have to tell them 
what those requirements are.) They probably DO meet the requirements.
