As far as I know, you do not need to meet FCC rules or the EMC directive if
this is just an evaluation board to let engineers evaluate your integrated
circuits.  You should include a notice indicating that if the board does
cause interference, it is the users responsibility to correct the problem.
However, since this is not a finished apparatus and is just a bare board,
you do not have to test to EMC standards.  However, It is not a bad idea to
incorporate sound EMC design practices.  It will be a good example for your
customers.

Safety is a different issue.  Television interference is easy to correct by
turning off the board.  If you injure somebody, the effects are not as
easily reversible.  Hazardous energy levels need to be properly contained
to prevent harm to the user.  You probably don't need UL or TUV approval,
but the product should be safe.  If you have an evaluation board with
inherent safety risks, such as a power supply board, provide adequate
warnings and marking.

A question for the compliance guys:

My company sells engineering evaluation PCBs with our IC’s on them. I
believe that they are supplied worldwide. Some products contain or use
oscillators that are above 10 kHz. And potentially some boards have
voltages that exceed 42 volts.

Are we required to obtain FCC and CE certification. I.E. EMC, safety, ESD,
and so on?
